I'm actually not sure who would win in this war. I'd say that the New Jedi Order would probably tip the scales in the Galactic Alliance's favor, if every single war ever fought in Star Wars is any indication. But without the NJO, the Alliance could only win by sheer attrition, or hoping that the Rebel Alliance back home wins.
And Hitler would have won if he were smart, had a large surface fleet and a large deposit of oil reserves. And the South would have won if they were larger, had more railroads, more guns and more money.
That varies from "slight" to "extreme" depending on the author. If you go solely by Saxtonite Star Wars, technology is pretty darn static. But most EU authors ignore this, and it is even stated in Luke Skywalker and the Shadows of Mindor that a New Republic X wing's quad lasers have power generation on par with a CW era turbolaser.
