Civil adj 1 relating to the community • civil affairs. 2 relating to or occurring between citizens • civil disturbances. 3 a relating to ordinary citizens; b not military, legal or religious. 4 law relating to cases about individual rights, etc, not criminal cases. 5 polite.

I think in this instance point 5 applies.
