A lot of Heroes and Villains seem to getting upgrades. How many Herald level characters inhabit Marvel Earth?

Is Magik really herald level? (Honest question, I've only seen her briefly in crossovers, and I know that right now she's not in her ruler-of-limbo goat legged form)

Herc is depowered.

Legion should qualify as herald level.

Well in limbo she is.

In a recent new mutants comic Cyclops wanted to contain her and he had most of the x-men including heavy hitters Magneto, Storm, Iceman, Rouge and Namor surrounding her ready to engage and try and stop her.
This happened on the island. So i guess she has the potential even on earth cause serious damage if she goes insane.
