Hulk could probably punch his head right off too, he punched through the TimeStream and that is a pretty fundamental dimensional barrier in the MU.
nah, he merely used Kang as a dimensional taxi service, Hulk is all about delegating lesser tasks (like Doom being his tailor and source of the incredible purple pants).

This is what Cloak looks like after the "fight"
Marvel seriously screwed Cloak over after his first few appearances (seeing as how he was probably too powerful as he was). Still Cloak can turn intangible, blanket the battlefield with pitch black energy that blocks any and all light (except the Light of Agamotto), and BFR his opponents into other dimensions (not just the Dark Dimension inside his cloak, he TPed an entire battlefield of opponents from the Negative Zone to Earth relatively recently but the strain got to him).
What's stopping Cloak from BFRing Hulk into the Negative Zone? Fights over in favor of Cloak. As long as he stays intangible, what can Hulk possibly do to him? At worst, it's a stalemate.

What's to say Hulk won't really rip him in half, intangible or not?
Are we to dismiss the fact that Hulk can ThunderClap dimensional barriers, can Punch through the TimeStream, can grab and warp pure energy...?
I don't see intangibility playing a significant role in this. The BFR is probably Cloak's only hope, but that requires Hulk not to just annihilate him in the first moment of the match, with an omni-directional dimension destroying gamma burst.
When did he thunderclap dimensional barriers or the timestream? If this took place while he was in the Crossroads, it doesn't count because by it's very nature the Crossroads connects various dimensions and realities.
That only leaves his grabbing and warping energy, which doesn't even factor into this fight. Cloak isn't made of energy. He's intangible (I think I read somewhere because his body is displaced extradimensionally in the Dark Dimension).

He punched through the TimeStream, when Kang transported him to it (some wonkyness with the timelines is the technical term). I'm sure the resident Kang avatar has chapter and verse on it.
The comment about ThunderClapping dimensional barriers is to indicate that he can physically affect (to extraordinary effect) "intangible"/non-material things. He did it most recently when fighting in and out of The Dark Dimension, during HOTM. There are examples of such actions before then too.
He's also deflected pure energy with his hands too and, in a cross over, been amped by dark energies or what have you from The Darkness.
Kang used Hulk to get through a time-storm and manipulate him to kill a hero during one of the World Wars -I think it was the first-, because the time-storm was too violent for Kang's then signature circular ship. He sent Hulk through time and when he approached the time-storm -which envelopped the afore mentioned decade-, Hulk simply punched it and entered into the past.
Later on, Kang was sent through time by accident, being remplaced by the Hulk -apparently Kang's tech was weird liket hat back in the day-, and he stumbled into the time-storm facing oblivion. So the time-storm wasn't really destroyed, but it did make Hulk bypass it safetly not once, but twice -with no punching or whatsoever the second time-. It is anyone's guess whatever Hulk managed to do with the punch back then.
