No. Even ignoring the effortless one sided ass kicking Cat put on him, Deadpool as come out worse for wear in primarily melee exchanges with both Daredevil and Punisher, and that is with his attributes and healing factor in tact. On pure skill he is not quite up to snuff with the big dogs.

During the Cat fight Deadpool spent most of the fight trying to get a look at Cat's tattoo If I remember correctly. When Deadpool loses a fight its because he wasn't trying to beat the person, there was some other motive involved. like delaying spider-man on the bridge.
