Because people only see its high end feats like containing oblivion bomb and Orion talking about how he could kill Byrne superman if he didn't restrain himself and ignore it's low showings like General and Doomsday no selling it. In fact when Orion ko'd superman in Superman confidential, Kal said he took him by surprise. Don't take this wrong way but people talking about Astro force behave like it's gonna ko anyone below surfer level in one shot. I know it's an awesome energy attack but often enough people overrate it.

I'm sure writers intended it to be a powerful force, though. Simonson for one. When he was powering up on the moon, Batman said he would have destroyed much of the earth. For not so many showings, the Astro Force is on par with most energy attacks.
