Organization XIII don't either. The good guys do because it protects their feet. There's only so much ass you can kick before you start to feel the effect.
Jack from Mass Effect 2 is probably the most badass female character. She's annoying, but she's badass.
As far as my personal favorite female characters in regards to plot and character development, I'd say Alyx Vance from Half Life 2 or Tali from Mass Effect 1/2.
Aqua the most badass female character.. get the **** out of here.

Yes, Tali is quite attractive in personality. Her being really smart also helps. Not badass, per se...but very likable. Her athletic build is also quite cool. Still very humanoid.
No but seriously, at a young age, she also happens to be able to rival the galaxy's greatest thief and a goddamn sentient thousand platform Geth AI in terms of technical skills and hacking, and can put them to use during combat while being a surgeon with a shotgun.
Most badass? Probably not, but give her her due.
Edit: Aura, I have been given reason to believe Xehanort being a "planet buster" in the traditional sense is bullshit.
Tali loses awesome points because underneath the mask is a face that looks like Fozzie's from The Muppets.

So long as it's gone who cares? Not like he needed to use a special machine to do it. He just...did. Magically protected castle was all that remained.
Edit: But yeah, Aqua and Cynthia are probably not the most badass. I think they're cool but I dunno what one needs to be badass. I'm a good person so I'm a goodass. Forgive my lack of knowledge.
For the same reason Kratos supposedly has super human durability but can be killed by no-name mooks if he gets hit by them enough times. /counter trolled
