Luke has to be above a 25 tonner based on the way that he dealt with the Rhino. Osborne appeared to be well within the 100 ton range. It wasn't that he did all of that to Luke, it was the ease in which he did it. He had no expression on his face.
Maybe other KMC members figured this out already and im just stating the obvious...
but I think I know what that was about. When Osborn owned Cage he thanked him for what Luke "has just given" him. Maybe its some kind of suit with AbsorbingMan-like powers?

Doubtful imo, when his new empire was build, that forensic chick gave him a lot of stuff from super heroes and from that he duplicated their powers as you can see in Avengers. The Avengers are fighting "fodder" characters with the powers of Hornet, Giant Man, Hulk and Spider-man. If that pic is accurate he will accumulate the powers of Avengers and New Avengers.
When he used Ultimo he grabbed a sample of Wolverine's blood and mentioned to sheer possibilties of his HF.
My guess is that he already has Cage's powers and soon he will add more to his powerset.
Hell Osborn has become the biggest villain force on marvel earth having the powers/resources of the Avengers, New Avengers, AIM, Hydra, Ultimo and Ragnarök.
EDIT: I'm a bit disappointed that his Spider-man is some guy with 6 arms instead of Ai Apaec though.

I interpret the "what you just given me" thing as that the public now sees him as the good guy because Cage was the one who "started the fight" and Osborn was only defending himself. Because in the end of the book the civilians don't want the help of the NA and blame them for all the destruction.
