Whether it be Rulk before the reduction of power or currently reduced Rulk, he would be above all of the Hulk's except for WW Hulk for the simple reason that he can do to them what he did all along to other beings outside of gamma mutates. Marvel left him with the ability to siphon gamma creatures.

World War Hulk is the World Breaker. If you have trouble believing this you should go back and read Planet Hulk up to Heart of the Monster, and you will understand, why they are the same. Rulk is above Savage Hulk, as he has the means to depower him as we saw several times when they met. Savage Huk does not know how to draw from gamma rays the way that WW Hulk did. This is why Rulk was able to drain him down to nothing.
