Always a tough one. IMO Shazam and Nabu have too many abstract feats to really tell where they're at. They're in the ballpark, at the very least, with Odin/Zeus

Shazam's really not done anything outside of the scope of Odin or Zeus in a neutral setting. Him being in the RoE and amping off all of its artifacts is akin to Odin in Asgard summoning the life force of the realm eternal itself unto him.
my thoughts though when hes operating as a lord of order Nabu is on tier with Odin and Zeus wobbling below and above them in terms of power though leaning on the underside. I'd consider Shazam before he was bound to the RoE as a quite a bit above Nabu. So if Shazam weren't limited to his RoE boundaries and was at the point just before retiring I'd say team one stands a quite a fair chance at taking a decent majority.
