If it's classic Strange, and all going out Fate, than team 2.
If not, Team 1 win, mainly because of Thor.

It's not a rare case.Thor can pretty much do anything Silver Surfer can but not the other way around(mainly viewing dealing with magic here).

Ill go with Thor and Surfer actually. Thor is made to battle magic foes (his arch enemy is a SHW level sorcerrer) and Surfer in his beginnings used to battle Mephisto (a Cosmic Being level magical demon) quite well. I dont really see anything that S&F can do that would take down T&S more than the opposite.
