There aren't any guidelines that I can see.
It isn't covered in any of the frequently asked questions.

Who do you talk to and what do you need to demonstrate to get one going?

You need to make a request to the mods, usually by making a thread in the "News And Questions" forum at the bottom of your page, to try to get support. The current admin isn't really around much nowadays, so I don't know, even if you got the support for a Wonder Woman forum (if that's what you're suggesting), if anything would actually come of it.

Ones they don't talk about very much? Hard to say, since people like debating Supes & his potential...

I've always liked the brawls he's had with Orion, despite the fact they're allies. Because Superman always seems dumfounded by Orion's personality, like "What the hell is his problem? This psycho practically drools anger! He should suffer a heart attack and leave me alone." big grin

Yes, that tiny robot was put there by Dr. Doom, and it was driving Hulk insane. As soon as Superman crushed it, Hulk stopped and was confused as to where he was. Though Superman never seemed to pull a stunt like that again - putting all his power into not being moved - the fight was handled pretty logically. I think it was the second of two crossovers Superman had with Spider Man, and this one was done by Marvel veterans Jim Shooter and John Buscema.

Post Crisis Superman's first meeting with the Joker.
He'd already met Batman by this time, but this was a one on one.
It was quite a nice battle of wits between the two.
What really did it for me though, is a subtle nod to just how bat crap crazy and psychotic Joker is.
Byrne doesnt beat you over the head with it but, at the start of the book, Joker damn near sets off a nuclear bomb in the middle of Metropolis.
At the end, Supes asks why the Joker even came to his City. His response: "Why not?"
Thats just chilling, especially viewed in post 9/11 world.

And of course, no one really talks about this story that i've seen.
