I only played the demo of Vanquish, so I can't really comment.
Doesn't Sam have the bullet-time schtick too? That combined with his armor might give him the edge.

Yeah, he can go into bullet time. The mechanics are a little different, as the game forces you to dodge roll first to activate it.
Plus he can rocket boost.
Going by cut scenes, he's also done things like spin like a buzzsaw through a giant robot, and ripped the head off another one.
