I argued the same thing before, regarding SS3 Goku's performance against Buu. I doubt Goku was explicitly stronger than Gohan though. Mystic Gohan is simply Gohan's true potential harnessed in his norman form, giving him power on the same scale as a SS3.
It could be that Goku applied the same energy-conserving training methodology on the SS3 form during that time-period that he did on SS1 for Cell's tournament.
I always chalked it up to the idea that SSJ3 Goku was holding back (until he fought that version of Buu) because he wanted the boys to do for themselves because he was supposed to be gone.
So when it was "go-time", he could put up a fight against that version of Buu without being one-shotted. Buu was still obviously superior to both SSJ3 Goku and Mystic Gohan, but the anime painted it like SSJ3 Goku was slightly better than Mystic Gohan against that particular version of Buu.

...Much better than the form was depicted in the film, at least.
The Dragon Ball wiki says that while Bills was only using 70% of his power, SSG Goku was merely using 80% of his. That true, or is Bills stronger than Goku by a mere 10%?
And yeah, still would've preferred that gold-covered SSJ4 appearance to be the actual SSG, as it actually looks kinda "god-like".

At one point during their battle, Goku did make that claim. However, he certainly appeared to be going all-out later on, when he transformed into a SSJG for a second time(this time on his own) in a last ditch effort to diffuse/block Bills' energy sphere. In fact, Goku exerted himself to such an extent to do so that he could barely retain consciousness afterward; let alone continue to fight. Additionally, Goku admitted to Bills that he "never stood a chance." I doubt Goku would admit inferiority to an opponent if he were holding back. /shrug
Imo, Bills is 30%>SSJG Goku.

Yes, Bill's was using 70% of his power against SSJG Goku, but that 70% was enough for him to own Goku with casual...laughable...ridiculous ease. This means 70% Bills>>>SSJG Goku, which also means that Bills is far more than 30%> SSJG Goku by proxy.

I miss those old school days. Master Roshi was actually a good character before he was reduced to an old perv. Also, I'd trade those big ass power levels for more intense fights that showcased skill.
Simply put: he is the most powerful character to ever appear in DBZ, by far(yes, this factors in fused characters as well.)
V-Jump outright stated that Bills is: 'the most powerful character in the history of Z'. We saw this statement solidified in the film, when Bills one-shot KO'd SSJ3 Goku, Mystic Gohan, Gotenks, Fat Buu, etc. with casual chops/kicks. We also know that Goku transforming into a SSJG was literally the only hope the Z fighters had to contend with Bills on any level-- implying that not even fusion(ie. Vegito) would have put them in the same ballpark, power-wise... Yet even after reaching the level of "God", Goku was still effortlessly stomped by Bills, despite the fact that he[Bills] was only using a scant 70% of his power.
Furthermore, Whis stated that Bills can 'destroy a galaxy in an instant', just by getting upset: (please log in to view the image)
I don't think any other canon character in the history of Z has ever been confirmed as an insta-galaxy-buster. /shrug

Well, since Perfect Cell said he could destroy earth many thousands (millions?) of times over, we knew that characters were at least solar-system level busters around the Cell-Games time-frame.
However, the powerjump from star-system buster to galaxy buster is ginormous.
Granted, Goku's base power jumped quite a bit before he obtained the SSJ3 state, but that jump in power, even with the various SSJ state multipliers, is not enough to bridge he gap to galaxy busting.
So, yes, it makes sense that Bills is waaaaaaaaaaay stronger than anything we've seen before.
I can swallow that they become galaxy busters by the time Goku starts to train Uub.
However, our solar system is only about .0032% the size of the milky way galaxy. So theoretically, you'd have to be thousands of times more powerful than a SSJ2 to destroy the galaxy.
It's safe to say that no Z fighter(aside, perhaps, from SSJG Goku) ever possessed anything remotely close to galaxy-busting power.

True, it's a very hot topic atm-- we'll know the correct translation soon enough, I'm sure. Though it's worth mentioning that in a promotional manga released prior to the film(which was written under the direct supervision of Akira), Whis also commented on Bills' galaxy-busting potential... So take that for what it's worth. /shrug
In the end it makes little difference to me whether a galaxy or a solar system was referenced-- Bills is still the most powerful being in DBZ by a large margin(second only to Whis, of course.)
