Vegeta will never be able to take on SSGM form Im afraid, 1 because he is not pure hearted in my opinion, and Goku is and basically always was an angel that Shrenon has now allowed and passed the knowledge onto Goku on how to actually become a God...
The title rests with Goku, he is a God at end of the movie, Bill secretary who is actually more powerful then Bill himself (TKO BILL's with 1 touch) asks Goku after bill meets his end if Goku wants to be the next 7th God of Destruction and as Goku is always himself, he gently passes on the gift.
Goku had a demila become a God and Bill sensed it because of who Goku is, in that meaning, Goku was happy and dissatisfied at the same time being a God because he had to rely on his friends to become one..At the end we see Goku again surpass every level any Saijen and himself has taken on and can fight Bill without being a God..Then when Goku has to be a God to save the earth..yet once again, he finds it within himself to be God without the help of his friends.
On a personal note.
I was raised on Goku I would race home everyday to watch DBZ from 8th grade till a senior in college, I am who I am today because of heroes like Goku and Thor.
This final fullfilment of Goku becoming a God after all his hard work truly has ended and started my DBZ Journey all over again as a young adult.
Now Goku is Free, He Is and Can be God at will and there is nothing he cannot do and nothing he would not do for the earth and his friends .

Haha no silly, Vegeta curbs Bills but Whis proves to be too much having two additional forms an Vegeta an Goku fuse as SSJ3s and somehow stalemate Whis, then he calms down! He feels bad about their scuffle destroying half of the current universe and shaking the other multiverses so he repairs it with but a gesture and gets some sushi before him and Bills leave earth >.>
I wouldn't screw up the story that much haha......You're thinking of one of the other newly established universes in DBZ, where Yamcha is one of the highest tiered warriors on the planet, being able to fight evenly with even fused characters

Just before Goku switched god mode back on to absorb Bills attack, it looks like he's hit from behind by some blue energy.
God mode can only be used by a pure hearted Saiyan, and the Genkai Dama energy can only be used by the pure hearted. Think Goku used Genkai Dama collection to jump start god mode?

you are correct the blue energy the power of a pure heart saijen then used to create a God of the Sajien race to temporary create a warrior so powerful he can stop any force in heaven or hell to save his people
2 ways to get that
5 pure hearts transfered into a 6th or a single pure heart powered with the fear of loss of the people he most cares about the most
Goku can now use both to become a God for himself and his people to protect the ones he love..
