Cell claimed he could destroy the SOLAR SYSTEM. Not Galaxy.
Even if Thor herself can't keep up with Goku's speed, Mjolnir sure can. And it's proven capable of acting on it's own, on Jane's behalf.

Depends on how much you are willing to give the benefit of the doubt to classic Thor's speed.
Thor's feats of lifting and striking strength with Mjolnir considerably outstrip Goku's and he certainly has the versatility and power output to put Goku down, and while he has feats of blitzing a Skyfather like Surtur and fighting interstellar distances against Gorr, he has also been blitzed by Wolverine.
It isn't as clear-cut as, say, Superman vs. any pre-Super Goku where Superman would accidentally beat the much weaker and slower Goku to death.
Nope, I'm not looking at it like that. Goku even in black hair form during the Namek saga can beat both Superman and Thor at the same time. Thor is powerful but Goku is far above him and would outright stomp him. Superman is laughable who loses against Grundy, Kalibak, and Frankenstein... beings that doesnt even register on Goku radar. Both of them are easy wins and using anything after the Namekian saga is laughable.
