His energy projection and resistance are pretty plainly in the bracket of a high herald, but his physical stats otherwise are largely meta, imho. This simple fact would prevent him from hanging with legitimate high heralds because almost all of them outspeed him and can punch him for the victory. If he were more durable or FTL that might change things for me.
I dunno, I guess we can discuss Goku now. Let's hear some opinions about why he should go where, then vote.

The best speed feat in all of DBZ is Gotenks circling the Earth multiple times, but it's never said just how long it took. It typically takes characters several minutes to travel from one part of the Earth to another, entire fights can happen before they do and people can show up late.
This pretty plainly keeps them below light speed, outside the Instant Transmission, which is not true speed.

I don't really care if he can or can't "hang with most High Heralds." I've said it before, who you can defeat doesn't determine your placement. High-tier Sonic characters would otherwise be Skyfathers.

Well... Who you can chill with in a forum battle /does/ matter though. Fiction often suffers PIS. Thor is a High Herald and he knocked the teeth out of the head of a Demogorge that was peer to Eternity and Death. Manly, but unrealistic. In a forum battle we're not going to give him a win over Eternity.
If we put Goku in the tier of top tier heralds he;s more likely to be matched against them and that will be groan inducing.

There's no time frame for it, it's a single panel and on it Gotenks is apparently the size of New Zealand, it's impossible to say much from it.

He has a single min left to face Buu and the fusion breaks by the time he gets there.
Secondly if he was resting for all that time, all that would mean is that it takes Piccolo nesrly half an hour to travel at most half the planets circumference. And as he was the stongest character until Cell's second stage, it woukd be a massive negative light on android saga SS1 Goku and Vegeta.
Entry level ks fine. DC is generally the main requirement over the rest.
