Yes, legally it has been just as illegal for a woman to have sex with an underage boy as vice versa. But culturally, it has been another story for forever. Older woman-Underage boy has been the stuff of racy romantic comedies in movies and TV for decades, because we haven't been able to see boys getting an older woman as victims. That's why books like Alissa Nutting's 'Tampa' are the exception, where we do get to see her as a mentally warped sexual predator and her underage conquest eventually suffers for it mentally.

1- Adult women who prey on boys

It is also incredibly sexist, because it presumes that boys are always willing participants, and that girls are never willing participants. Some boys are coerced by adults, and some girls pursue adults.
Whether they enjoyed it is not the standard of whether it is a crime. They cannot legally consent, any more than they can legally enter a contract, because they are not the age of majority, no matter their individual circumstances.
It is really disgusting to witness people excusing an adult sexually exploiting a minor, because the minor "probably liked it." If a girl enjoyed sex with an adult man, is it okay? If a boy enjoyed sex with an adult man, is that okay? If someone becomes aroused or climaxes while being forceably raped, is suddenly not rape?
