Felucia was a Dark Side nexus at that time, actually, as per the comic anyway. It was only slightly tiled in the Dark Side's favour though. I don't think you even get Light Side nexuses, opposed to a neutral Force nexus.

I think the Jedi temple is a Light Side nexus according to the ROTS Novel. Natural really given the the presence of so many Jedi there over so many centuries.
Felucia was strong in the Force, but it's energies were somewhat tilted towards the Dark Side's side of the spectrum, IIRC. Ti was noted as being a "beacon of light in the dark" or something along those lines.

Felucia's nexus was referred to as fluctuating between the light and dark.
TFU was over fifteen years after ROTS. So Shaak Ti would've had some time for improvement.
