And since they were all 99% certain nobody could stop Cell, with only an injured Gohan between him and getting the ground under their feet blown up, who would even think to challenge what he said? Pretty much Robot Chicken material right there.

Well he could, but not with one attack. Unless you count the Supernova that would entail from his star busting, destroying a solar system. It might kill him too though, honestly. At least damage him, unless he was far enough away and flew away as he sent the attack to the star.
Cell though, was capable of using one of the most concentrated attacks in all of DBZ, to destroy a solar system. In fact, the only attacks more concentrated to be more powerful than the kamehameha, are the Makkankosappo, and the Kikoho. In fact, with an attack like Frieza demonstrated, I believe Cell could probably be somewhere close to galaxy level like Broly, if he truly wanted to. That's what makes the most sense too, when you scale Cell to Buu.

can we even measure BoG SSJ3 Goku to GT? BoG is not canon to GT and we dont know the power difference between end of Buu Saga and BoG.(I could be mistaken though.)
If It was just planet busting, why didn't Cell just say that? Why reach for solar system busting? Also, the blast didn't explode when Gohan and Cell exchanged energy attacks, so why would more than a crater exist during this scene?
Goku stated that Super Baby Vegeta(1) had the most powerful ki he'd EVER felt... Yet we saw where even Super Baby Vegeta(2) stood in comparison to n00b-SSJ4 Goku.
What's more, SSJ4 Goku then proceeded to fight Oozaru Baby(who was, at the very least, 10x more powerful than before) to a near-standstill. And remember, Goku wasn't trying to kill Baby Vegeta, because he didn't want to inadvertently kill Vegeta as well--thus he may have been holding back.
Long story short:
n00b-SSJ4 Goku~Oozaru Baby Vegeta>>>>Super Baby Vegeta(2)>>>Super Baby Vegeta(1)>>>ALL powers before him.

In the beginning of GT base form Goku and Uub (at the height of his potential) fought to a standstill, implying that Goku in his base was about as powerful as kid Buu, or over 100 times stronger than he was when fighting Buu.
Same reason anyone talks smack when they're winning. Far as Cell was concerned, victory was assured and no one in the universe could stop him, so he was mad with power, full of delusions of grandeur, and savoring the moment.
Happens in real life all the time. Like how a Roman Emperor thinks he can command the sun to rise.

So you are saying that Cell is telling us that he Is going to wreck a solar system, even though he meant to say a planet? Do you honestly believe that is what Akira was throwing at us? Do you not believe he could do it or something? How much more powerful do you think Cell is over first form Frieza?
Wouldn't the fire and Ice dragons be more powerful than anyone in DBZ, including Baby as well? Super Android 17 seems to be far over anyone In DBZ as well minus the main Dragon (can't remember his name).
I'm not saying he can't do it. Not speculating either way, really.
And while I can't know Akira's intentions, I do know hyperbole happens.
Take an example out of early 90's Superman comics, from "Time and Time Again, when Dev Em claims he can hear a dust mote settle on the far side of the moon. A fan writes in about it, commenting on how insanely powerful this makes him, to which the editor replies "Dev Em's a liar. He's crazy, too." (Letter writers on the Superman line were pretty forthcoming about that kind of thing. Another letter asked why Dr. Fate didn't just turn Brainiac into a pink bunny in Panic in the Sky, and the writers basically said "Because PIS, or no conflict and no story.")

Do you think Fire Dragon was more powerful then Cold Dragon?
Fire did a lot better vs Goku, but he cowered before the Cold bastard.. But he also seemed more honorable, so maybe he simply refused to fight him?

You cant compare American comics to Anime though. Especially concerning Hyperbole. Example would be Aizen time manipulation attack, not naming everything...I just know American comics and Anime doesn't represent the same style of writing when involving statements.

That is, Goku and Nuova ended in a standoff, before Syn interferred.
But in terms of raw power, Nuova looked like he was about even with Goku, but had a speed advantage. Straight up, Goku was losing, and had to resort to trickery (Which would have netted him the kill, if he didn't feel he owed Nuova a pass for sparing Pan.)
