As for what constitutes a "cosmic" in the DC multiverse, I'd say it's anything that originates from outside the 52 universes. So the Gods (both New and mythical), the Endless, Angels, Monitors, etc..

Pandora is atleast metaversal, the 7 sins are aspects of her, and pandora mentions how previous multiverses have been destroyed due to their conflict.

What issue does Nimraa and Time appear in? and how powerful are they? what are their feats?

The Post Crisis Multiverse is still there, i doubt pandora even intended to destroy it.
