Theres no evidence to support the claim that 616 steve wont be able to hit Cassie Cain. Hasn't mr X been hit sans gimmick counter to his ability before? Judo master gets a ricochet shield toss to the dome.
Cass's body reading makes her unhittable, sans pis or a comparable skill (Like Shiva has.)
The version of Judomaster I'm thinking of, from JSA's "Gog" story, could only he hit via area attack. A richotte shot is still an aimed shot.
And yeah, Mr. X crumbles fast without his body reading skill. He has it here though, and Cap has no way to shut it down.

For most people Cap America is the dividing line between streets and low meta. So if a character can stomp him or beat him with another decent street, than that character isn't really street. For example Rose Tattoo doesn't even have a body in the traditional sense, being a spirit of murder that can be reincarnated. She also can basically create any weapon to destroy anyone. How is that remotely close to a tier where everyone else can be taken out by bullets?
If a character can turn into mist and is immortal like Backlash or can tank bullets forever w/out any damage, then that character isn't close to street level.
While Cassandra Cain is extremely fast, even said to have metahuman aggregate speed--she is not unhittable in a fight. She's not the Flash or even Quicksilver.
Cass's uber body reading and Mr. X's mind reading accomplish the same thing. Precognitive defense.
Neither of them are perfect, and don't work in every situation, but against Steve they should work just fine.

Steve beats her in a h2h fight. Every time. Those type of dodge feats are remarkable. Elektra has swatted bullets out of the sky with the tiny surface area of her sais, that too is remarkable reaction and perception, it doesn't mean she cant get hit. Why dont you tell deathstroke that Cassie is unhittable. Bullet timers get hit. And you're starting to sound like H1 and his "Spider-man is un taggable" babble.
