He used his force powers. We didn't see Windu easily force choke Jango either. The Jedi and Sith have to defend themselves and attack when there's an opening.

The Jedi tend to be noble and in a way follow a code of honor in battle. They're not cheap bastards who don't give their opponents a chance. Sith do whatever the hell they want. Btw, Maul never used TK against Vizsla; if he did, deathwatch wouldn't have respected him as a leader when he won and likely would have turned against him.

Like anything it depends on the skill of their opponents. Take for instance a choke out in UFC. It depends on the skill of the guy doing the choke out versus the skill of the guy defending against it. Choking one guy out doesn't mean he does it the same against the rest.
We see Maul and Opress Storm the Hutts crime layer and that those skilled opponents take on the Sith and hold their own. It wasn't like easy random choke outs. Common sense.
