Bastion is underpowered against mid-to-high elo players. However too much of his kit's power-budget is in his insane turret-mode DPS.
Blizzard has more or less stated that they've been deliberately keeping defense heroes shit because their kits are too inherently powerful to easily balance.
Bastion is the posterboy of that being the case. Lower his turret DPS so he can't 100-0 tanks in half a second and we'll talk about buffs.

Let Bastion tear through tanks. Let him do w/e he can he needs it. Its about the only thing he has going for him: DPS. In order for Bastion to be effective resources need to be put on him. Keeping a Rein or Mercy on Bastion means your other team mates are left to fend for themselves. That is why Bastion sucks. he literally needs to be babysit.
You're better off having a Torn, Widow...**** almost any other hero than him.
IMO balance should always be done with Pro-Level/tourney/competitive in mind. Because that is where the game is played properly. If idiots in quickplay get mowed down by Bastion because they are too stupid/simple minded to not rush forward towards his line of sight and/or communicate its their fault. A single "Yo there is a Bastion around that corner/flank." and he becomes nigh obsolete.

No amount of advice can prepare for all the different situations/heroes you will encounter. Just keep an open mind while learning/trying heroes. Also keep in mind counter picks.
Should have gotten it on PS4, ass. I could have shot your ass, ass. I'm ridiculously good at Solider 76 for only being lvl 20.
Bastion is fine as is, imo. You just have to know his role. If anything, he should have higher HP or armor when you go into turret mode, considering you're giving up mobility.
The problem with letting him have his DPS is that any buff that mitigates his weaknesses would immediately swing him from underpowered to just overpowered. Being overpowered is not an improvement over being underpowered.
Frankly I think he needs a full overhaul of his abilities ala Symmetra to ever be a healthy hero in the game.

Agreed. Bastion needs new abilities, not buffs, like commanding his bird to scout ahead for enemies similar to Hanzo's marking arrow. Or block a player's vision so Bastion has time to get out of turret mode and run away. That'd be funny.
Bastion should also have a secondary ultimate ability. He loves nature so have it nature based like summoning tree roots to stop anyone around him from moving. Zenyatta can use chi magic via Transcendence so I don't see why not.

Here's the actual patch notes for those who can't see the vid:
Configuration: Sentry
Deploy time decreased from 1.5 seconds to 1.0 second
Bullet spread increased by 50 percent
Bullet spread is always at maximum (it no longer increases as the weapon is fired)
Magazine size increased from 200 to 300
Headshot damage multiplier has been removed
No longer deals critical damage
Configuration: Recon
Bullet spread decreased by 25 percent
Magazine size increased from 20 to 25
Self-Repair
Can now be used while moving
Now bound to secondary fire (formerly Ability 2)
No longer interrupted by taking damage
A new resource meter has been added that deplete while Self-Repair is active and recharges when not in use
Configuration: Tank
No longer grants bonus armor
Bastion has a new passive: Ironclad
Bastion takes 35% less damage while in Sentry or Tank configuration
Haven't gotten a chance to see the changes in action yet, but overall it looks like they've done what I would have suggested. By increasing recoil spread and removing headshots they've reduced his turret-mode DPS by a pretty significant margin when targeting heros themselves. It seems to be a pretty elegant change in the sense that it allows him to still do the same DPS as before to barriers, shields and other large targets.
I like the sentry mode changes. The suggestion I made on the boards a few months back was to straight double his magazine size in sentry mode, but incremental increases make sense.
His overall increased durabilityis a fair trade-off for no longer being a murder-machine in turret-mode.
I'm excited to see how it all pans out.

Resurrect
While performing a resurrection, Mercy now becomes temporarily invulnerable along with the allies being revived
Caduceus Staff
Zenyatta can no longer be targeted when Transcendence is active
New Hero Option: Guardian Angel Sensitivity
Allows players to adjust Guardian Angel's targeting sensitivity
New Hero Option: Beam Sensitivity
Allows players to adjust targeting sensitivity on Mercy's Caduceus Staff beams
Also the castle entrance that shuts behind you after reaching the second objective in Eichenwalde will be staying open so the Attack team has more entrance options.

90% of his usefulness is his hook . He is a tank and the only reason players have caution when you see a RH is because you are afraid of getting hooked.
When you know the hook is on cool down its a free for all to mow down RH as fast as possible because hes a HUGE ass target. He is easy pickings. And pretty much an ULT feeder.
If you try to use RH to kill people without his hook using only his right and left click you are as useful than a DVA outside her Mech suit.
If you try to be a tank without his hook you are mowed down quickly even with delaying your death with the health potion.
So i dont know how the fuq people expect Roadhog to be played if its not depending on his hook.
Just remove his ass from the game. Whats next , Lets take away Reins shield too, because the shield is also annoying.
