When someone is shot, the police are in constant contact with dispatch and dispatch would immediately call an ambulance when a reports of "shots fired" and "suspect hit" comments are made. There's not hesitation. So if dispatch didn't call an ambulance when the "shots fired" and "suspect hit" comments were made over the radio, yeah, that could be gross-negligence on dispatch's end.
Since the police seem to be "not guiltied" in the case, looks like there is really nothing left to cover on the SWAT side of this conversation. Looks like there is an argument to be made, that you brought up, about how quickly dispatch contacted EMS after the report would have been made over the radio.
I would say the unfortunate truth might be they were more concerned with getting medical attention for the cop that got shot. IIRC it was in the femoral artery or close to it.
That's what the one guy from Band of Brothers hit when he shot himself in the leg and died.

If I had to pick one, the worst last month was the murder of 8 yr. old Dajore Wilson. One of 51 people shot and 10 murdered over labor day weekend

I think when kids die in this kind of violence, it hurts more. They are too innocent to really understand the violence. They just want to watch cartoons, eat snacks, be hugged by their family, and chase their pats in the back yard. They certainly don't want to kill people for encroaching on their territory or for disparaging their egos.
Even worse is when you wonder whether or not they die instantly. In a way you hope they do.
Imagine the fear a child feels as their life slowly slips from them. The panic. The lack of understanding. The physical pain.
