The first point you make is sketchy. The quote is prefaced by saying that the Immortal Emperor is just one of many forms that Valkorion overall has taken, which would include Sith Emperor Vitiate.
The second point is reliant on the first point.
Given that this quote is given in retrospect, with the use of past tense, and it's on the KotET website, which is the name of season 2, I think when it refers to the Outlander, it refers to end of season 1 Outlander, who is ambiguously more powerful than Arcann (we'll have to see what Valkorion's mark means).
The quote at the very least makes a debate between say, Revan Reborn and the Outlander, much more close, but I wouldn't use it as be all end all, as an argument needs more than a single piece of evidence to be convincing.
Except the text specifically makes note of various different incarnations with the "his latest incarnation is Valkorion" line. Thus, the Outlander is the greatest enemy of the Valkorion incarnation. Also, it shouldn't be referring to end-game Outlander, since Valkorion infiltrated his mind in chapter two. Following that, it stated that "he now appears to the Outlander as an apparition, offering guidance and harsh lessons while carrying out a master plan that remains shrouded in secrecy," meaning it's referring to the Outlander prior to that happened.

Hmm, honestly don't know about the first point anymore, but conceding is easier than arguing.
That description kinda applies for him throughout the season though? And it still applies for the end of Season 1, as he's still an apparition with mysterious plans.
Valkorion infiltrated his mind in chapter 2, but, these descriptions seem to be summaries of season 1 events to hype up for season 2. For instance, Vaylin's description refers to her as Empress, which we know happened at the end of season 1. I'm sorry if I'm not conveying my thoughts clearly, but what I'm trying to say is, these summaries seem to be written in regards to the end of season 1 events, so referring to the Outlander as his most powerful opponent applies to the end of season Outlander.

You have done a good job with Revan in your works. I am sympathetic towards your cause because Revan is one of my favorite characters. In-fact, you put Revan below Darth Plagueis but I consider them to be on par.
But you are pushing your luck here and also in another thread featuring Vitiate. I value (our) alliance [of convenience] more than a debate in this matter. Let's keep it that way.
