No the claim is true because that's the rule we go by.
A character doesn't have a superhuman ability if there is no evidence to support it anywhere. Otherwise I can claim that Deadshot can teleport and transmute matter without any evidence to support it.
Post the rule that states we assume that people that have a long history of blocking bullets are only able to do so because of luck.

There is no such thing as luck. We don't know how many times Cap has blocked a bullet from a distance other than what's shown in the movies.
Or if he was ever hit by a bullet off screen.
So you are basically claiming that someone tried firing at Cap's legs from a distance where Cap blocked it.
Since you admit that no such rule exists, post proof to back up your claims.

Cap doesnt have the ability to trace an aim from a distance because there is no evidence to support it. You simply can't make up abilities and we must accept them.

Speculate is exact what you've done when you state that Dr Strange would beat Superman despite the fact that Dr Strange doesnt have a single combat feat to his name...
And your imagination is your 'evidence' as you image that movie Supes would be vulnerable to magic despite there not being any evidence to support it...
I did not ask you to speculate on the winner of a Dr Strange/Superman fight; you biasedly pronounced that Strange would beat Superman shortly after learning that Cumberbatch would be playing the role of Strange...
And you did this despite having no evidence to support Strange winning...
You speculate and form opinions off of nothing but your own bias on a regular basis, but you are too much of a liar to admit it...
The Dr Strange movie hasnt even came out yet, so you have nothing factual to base your conclusion upon; except you can speculate, of course, with your imagination...
You dont have any feats suggesting what Strange can do...
You dont know his durability...
You dont know his reaction times...
You dont know how long it takes Strange to get a spell off...
You only know that Cumberbatch is the actor playing him...
In essense, all you have is speculation as pertains to Stranges combat ability...
When it comes to Superman's combat ability, you continually low ball him and pick his lowest showing to argue against him with...
But we look at all showings and form an average here (you know this, but troll DC Characters/Superman with their lowest showings on a regular basis)...
You always bring up the laser hurting Supes, but never mention Supes monumental feat of withstanding the World Engines energies while weakened and still managing to destroy it...
But anyway, you already admitted to being a hypocrite and your bias is blatant and obvious...
DS is a ****ing marksman period.
He had enough precision to to burn holes through targets. Do you know how impressive that is to do? let alone do consecutively.
He even ricocheted a bullet into the back of a target's head.
