As title says, who are above Hypertime characters in entire DC cosmology?

Unsure what you mean by concept of/Hypertime characters...but, i'll go with, no one. Hypertime was created to include everything.

But, wasn't it said that Speed Force encompasses Hypertime?
If so, aren't being above Speed Force Wall, beyond Hypertime?

Quisp who is low tier 5D imp, was said to be able to penetrate/control every level of Hypertime.
I have no reason to believe that Lucifer is below Quisp.

unquestionably, as hypertime, by definition, is part of the dcu creation. or at least it was at one point. with current cosmology, who knows i guess. /shrug
