The fight would start and end with the God Emperor shutting down Freeza's mind and rendering him a vegetable. The only relevant attributes are Freeza's TP resistance and if he was fast enough to kill him before he could think.
He has no demonstrated resistance to TP either explicitly or implicitly that would save him from the Emperor, and the Emperor is at minimum as fast as his sons, who are so fast they can move faster than a Space Marine can track (and a Space Marina can perceive the world in nanoseconds and run a foe through using an opening that lasts a microsecond).
In terms of lifting strength it's hard to say, feats like those are few and far between. The Emperor's horse did carry a 60 meter long metal space dragon (yes, his ****ing horse) without any issue, Primarchs and Daemon Princes have tossed super battle tanks like frisbees (a super battle tank is over three hundred tons), and Leman Russ pushed over a towering skyscraper on Prospero with no effort.
In terms of striking power, it's hard to say. Shattering mountains is well-within the capabilities of the Primarchs, and an amped punch from Magnus (who is second only to the Emperor as a psyker) punched clean through Leman Russ' breast plate (even normal Space Marine powered armour can withstand orbital bombardments) and actually punctured his chest (Primarchs are superhumanly durable, Konrad Curze left a huge ravine in the metallic crust of Nostramo and plunged into the mantle of the planet when he was a baby).
DBZ doesn't really have high level striking feats on par with that yet.
In terms of speed, the Emperor is at least as fast as his sons. I already brought up their speed. More importantly, the Emperor can slow down or even stop time (as can Magnus, one of his sons), rendering any advantage Freeza might have in speed irrelevant.
As for strength, Doombreed beat a Warlord Titan in melee fairly handily, and he's an upper tier Daemon Prince. Angron was at point blank of a bomb that destroyed a mountain and buried him under it. He emerged unscathed, throwing the rubble off him so fast it seemed like another explosion had gone off and leaped several hundred meters, proceeding to RIP AND TEAR his opponents
Sanguinius lifted Ka'Bandha and threw him through the Infinity Gates like he was an unwanted fish, after tearing his wing off and wrapping him in his own whip

Even if Frieza is TP resistant, I'm pretty sure GEOM can soul rip as well.

It's really difficult to compete these characters. Especially since the Horus Heresy is written in-lore as a propaganda piece open to the interpretations of exaggerations.
But the only clear disadvantage of the Emperor here is speed.
