Plus, it's not exactly relevant how long Katarn was a Jedi for, giving the NJO gave out titles significantly faster than the old Order.

Sure, but the fact that he was considered as a worthy replacement for Kam Solusar as the Jedi Battlemaster implies a growth in skill, at least in a technical sense, IMO.
