Sure, but you'd have to consider the fact that Yoda would've no doubt grown in power over the period of 200 years, which means he has more power to use up.
This isn't to mention the fact that the gap between a Force user's no-amped physical capabilities and augmented physical abilities is usually astronomical that Yoda's younger physique would barely lessen the amount of power he'd have to waste to keep up with Palpatine.

People are assuming that RotS Yoda isn't his prime, and yet despite his physical infirmities his knowledge and mastery over the Force should have been at its peak, and after his encounter with the Priestesses, he fully perfected his spirit.
good point on the spirit thing. If we go by this line of logic, you could say cade got a power boost after killing krayt as he acknowledged himself as a jedi or kenobi got a permanent boost from his fight vs anakin as he learned to fully let go.

Luke wins. I don’t know why anyone would try and say otherwise. Luke has been confirmed to have the same potential as anakin which was twice as powerful as the emperor who in his prime is slightly stronger than yoda. Grand master like would be his prime meaning he destroys yoda factually.

Palpatine became more capable in the ways of the Dark Side by DE but not necessarily in dueling. Palpatine barely make use of lightsabers during the course of OT and later.
