I would think it more of a quickdraw. Frost can fire off shards of ice pretty quickly.

Killer Frost doesn't need the same level of power to kill her though. As seen in DoFP, impaling her through the chest works just fine. And Killer Frost has an actual healing factor, which Storm doesn't. Not saying she will win, but the potential for it to happen is there.

Storm has more raw power than Killer Frost, but that doesn't mean she can't get ice sharded. In fact, it takes her some concentration to really do the big weather effects. Whereas Frost can just point and shoot. So yeah, Storm probably gets an icicle shot through her neck before she does anything serious.
Also, Killer Frost isn't poor white trash she is a doctor and scientist who works at Star Labs.

Not at this point. But you never know with CW shows. They often have their characters operating at street/low-meta level, and suddenly an episode comes along where they just pull off some insane feat you would not have thought them capable of. Like Firestorm absorbing a nuclear explosion, or the Flash phasing an entire train (passengers included) through a large pile of concrete rubble.
