Power Girl is more powerful, and typically power trumps power set matchups. But when the matchup problem is so obvious, writers often have to give it some credence.
In a comic, this could go either way with PG finding a way to affect Monica using stuff in the environment, or possibly her heat vision.
In some kind of Battleboard limited-circumstances fight where PG must stay in a ring or something, then Monica probably wins.

Very true, writers tend to write around these fights. I remember when Tony KO'd Monica by blasting her energy form with more energy. Also things like America Girl blocking Monica getting inside via her eyes by using portals, when Monica has a host of forms that can penetrate human tissue anywhere like X-rays, neutrinos, gamma etc.

Monica definitely has the stuff to beat powergirl, but she also needs to take care. If she goes her standard route of just becoming light... well Power Girl's body can absorb and metabolize that stuff.

By attritian mostly. If she can blast away on PG all day while PG can't touch her, then eventually she's going to win(Monica's actually got some decent blasting power nowadays). And if red sunlight is considered a basic knowledge weakness for Kryptonians the way that Kryptonite is(not saying it is or should be, just acknowledging the possibility), or if her own energy powers somehow allow her to sense the solar energy within PG and she starts trying things to counter it she can always go that route
