"Vader arm breaker Luke" is not a thing. Ray Charles used nearly as much technique.
You might as well argue "Anakin when he's really made because the woman who looked like his mom died" or "Obiwan when Qui Gon died and has the magical ability to stop anyone from countering" or "Artoo when the script calls for it".
ROTJ Luke is a noob and Maul would tool his shit all day long.

Luke doesn't have enough mastery over TK yet, so Maul should win an all out.
For Sabers only Luke should win fairly easily against Rebels Maul at least given A>B>C scenarios. For TCW Maul I'll go with Luke after a long fought fight, aka to TCW Maul vs TCW Kenobi.
