Of course, you'll argue he hasn't used speed to win a fight under normal circumstances. And you'd be right, and it wouldn't matter. How things play out in comics and on the board are two different things.
This is similar to Gladiator moving around normally with super speed, while Thor needed a belt. And thus proof Gladiator is fast enough to defeat Thor in a PIS free environment. (Like this forum)
