Depends on the manga or anime version. Though after the RoF arc and filler arcs, the whole Saiyan Beyond God base seems to come and go as it pleases... so who knows with the anime either.

Yeah, DBS is all over the place where Goku's power is concerned.
As of the RoF anime:
Base Goku > 4th form Freeza (226x)> 1st form Freeza >> Tagoma ~ Mystic Gohan(Boo-era).
*Tbh, all of the Z Fighters acted like 1st form Freeza(post-training) already had the most powerful ki they had EVER felt.
Anyway, since base Goku wasn't even as powerful as Namek saga Freeza at the beginning of BoG, attaining Godhood MUST have boosted the overall power of his base form by SEVERAL orders of magnitude -- otherwise beating POST-training 4th form Freeza at all(never mind as easily as he did) would have been completely out of the question... Especially since 4th form Freeza was VASTLY more powerful than anyone/thing we had EVER seen in DB prior(sans the God-level powers, of course.)
...Fast-forward to later on in the DBS timeline, however, and there have been numerous occasions where Goku doesn't seem much more powerful than he was in Z, until he goes SSG(and beyond.) /shrug
But you also have to remember that when Toriyama first wrote BoG/RoF, he had intended to throw out SSJ2 and SSJ3 all together, because he thought they were a waste:
...But his opinion has obviously changed since then, which is probably why Goku's power seems so inconsistent at times. I doubt that Toriyama himself(let alone the folks at Toei) has a f*cking clue exactly what level SSJ1-SSJ3 Goku should be at these days, lol.

Or you can listen to what Vegeta outright tells us about Goku and that's "he always hold back his power, no matter what". Like I've said before, the only time we've seen a serious Goku was during the time he fought Hit and Jiren, everything else has been him having fun. Remember, base Goku who was thriving for a fight fought Beerus to a standstill (and again, he was in base form). His base form also fought 3 Buu PLUS level beings solo. This is when Goku is trying but when he is fighting "friends", of course he will hold his true power back.
Vegeta said that to explain why Goku wasn't using a higher level transformation, not that he's always holding back a certain amount of ki to be arbitrarily determined by the fans. . The writing is just pretty bad and inconsistent (almost as if they hire a new writer for every episode). There are numerous situations where GOku fails in situations where it makes no sense for him to be holding back. We see this clearly when Goku only uses the KK against Merged Zamasu as opposed to using it when Black was somehow keeping Goku and Vegeta from SAVING Bulma who was ABOUT to be MURDERED by regular Zamasu.
As mentioned, the the heavy implication is that FIRST form Freeza(post-training) was the most powerful opponent the Z Fighters had EVER faced up to that point(sans Beerus, obv.) IOW, it's possible that 1st form Freeza was already > Boohan, imo -- I just don't see Piccolo being so utterly awestruck by his ki if he had already sensed an equal or greater energy in Boohan. /shrug
Regardless, post-training 4th form Freeza is canonically 226x 1st form Freeza(and undoubtedly WORLDS beyond Boohan)... And Goku was stomping him rather easily in his BASE level.
So if THAT is our gauge/benchmark here, then base Goku could stomp(and perma-kill) Boohan with laughable ease -- nevermind SSJ3 Goku, who is canonically 400x base.
