I think it applies almost always. Never been a fan of authorial intent like at all. Obviously exceptions can be made if for example a sourcebook listed AotC as taking place in 4000 BBY, we would simply assume it's an error and not a genuine attempt to retcon PT people as four millenia old by RotS.
