I mean, Goku explicitly mentions the other great powers in the multiverse at the start of the film(Jiren and a few others are directly shown), but at the end of the film he STILL uses Beerus as *the* measuring stick for Broly's power. Not Jiren, or himself, or anyone else.
You can interpret that a few different ways, I suppose, but I tend to think that Goku still uses Beerus as a point of comparison, because he views him as the most powerful being there is(excluding Angels, obv)... Or at least, that's how he used to view him, until Broly entered the fray. /shrug
