House of M is universe 58163. The characters are based off of 616 ones, but are distinct. And, iirc, that's a flashback? So not the 616 BP or Sabretooth, at all,
It’s a HoM tie in. I don’t recall it being a flashback. HoM is a reality warped 616 Universe with the memories of the 616 characters altered according to the warp. As time went on, Wolverine and a number of others in the resistance regain their true memories of the 616. Those who regain their memories recall their lives in HoM after it is over.
The handbook afterwards assigned a number to the warped universe.

The start of the Batman/Deathstroke event is supposed to happen in Deathstroke 30, and that's only two issues away. When did this happen?

In Tom Kings Batman. He beat Deathstroke AND Deadshot at the same time. And Batman had been fighting for hours prior to that. Panther can't win a feat war with Batman. Most streets can't.
The few who regained memories did so of their previous lives, before they went through a total reality warp. A number of characters were very different from their 616 selves. It wasn't just a cosmetic change, and the scans are non-canon.
