The reality is we don't know until we see the full report from the IG. Then we will see if he did anything illegal. Or it could just be he violated many FBI policies, but didn't violate the law. I don't know what the specific law is when it comes to leaking things, etc.
What we know now is that this was recommended by FBI officials based on the IG's report. But some on the left are spinning it as purely political. Trump wanted McCabe gone this is true, but as I said, this came about from FBI officials. They knew very well when this guy was supposed to retire and they recommended this anyways.
I'm not trying to say anything is for sure, but now we have also seen him(perhaps unintentionally) implicate Comey with perjury. On the other hand perhaps he knew exactly what he was saying.
