It's kind of hard to argue one way, or another with Apocalypse, since his abilities seemed to be purely plot driven, he could basically do whatever was needed in that moment. All we know is he's less than the Phoenix.

It's always tricky debating on Apoc. He's strong enough to create pyramids yet have never taken out anyone of notable durability, not even street-level X-men characters.
I guess he can smother Thor under tons of sand but I don't know how his sand will react if Thor just continues blasting it with lightning.

Apocalypse's "telepathy" was weird. Because I can only ever recall him using any form of telepathy while Xavier was either serving as a focus/conduit (like the missile scene, or the one where he had Xavier broadcast his message), or had already pulled him into the astral plane to do battle (the whole "this is my house" bit during the final battle). IIRC, Apocalypse even said that despite all the gifts he had, the ability to touch minds, like Xavier, wasn't one of them. It's the entire reason he was trying to take his body at the end of the film.
