Depends on the time period. Legends Epic Collection: The Empire Volume 1 specifies Sidious became the most politically powerful Sith Lord in history only after declaring himself Emperor during Revenge of the Sith. So any statement about him being MVP before that would refer to his power in the dark side since the Epic Collections quote automatically cancels out any interpretation about politics.
I think there's another quote saying he was merely "on the verge" of becoming politically the most powerful guy ever before RotS, supporting that notion.

One of the really old west coast sw rpgs I think for Rotj has a quote for Palpatine that says he is the most powerful being in the history of the Galaxy.

Not necessarily. Sheev being the most powerful overall doesn't automatically confer on him the status that he's the most powerful along every single individual dimension of the overall power of the Sith.

The irony of course being that Leland Chee has directly contradicted the notion of an absolute definitive most powerful Sith. Likely denoting all of these quotes in the realm of mere possibility and not insurmountable statement of fact.
