Kale tips the scales. Only Jiren could do anything against her Brolly form, and the fact he felt compelled to act at all proves she was far more powerful then anyone on the field, including Freeza.

Berserk Kale casually ignored Goku Blue'e Kamehameha. She got JIREN moving to act.
Berserk Kale was clearly far more powerful then "smart" Kale.
Her Berserk form is likely beneath only Jiren, UI Goku, and possibly Kefla. And that last is debatable.

As strong as base, maybe. Or up to a certain level. Base was holding his own against one,, while Blue was helpless against the other.
They had no idea how strong Kale really was. She was clearly constantly powering up, to the point of destroying the entire arena, which is why Jiren stopped her. "Controlled" Kale was, by contrast, at a fixed level, with none of the constant spikes.

Krillin struggled against Blue. 'Zerk Kale steamrolled Blue.
Berserk Kale > Goku Blue. Calm buff Kale < SSJ Goku.

That's how it played out on the show. Berserk Kale tanked a SSJ Blue Kamehameha, and everyone in the arena including Vegeta were scared of "that damned monster". Jiren himself had to put her down.
While controlled buff Kale couldn't even beat an exhausted SSJ Goku.
Their power level differences are obvious, no matter who called both versions of Kale the same.
Berserk Kale is to everyone not Jiren as Brolly is to the Saiyans in movie 8. By design, being a Brolly parody.
Controlled Kale is not. She demonstrated nowhere near that level of power.

Not sure as it was even stated that controlled Kale was just as strong...She just complete control over the power now.
You are just trying to using the inconsistency of SSB to your advantage. I mean hell, Krillin was even able to get into a beam struggle with a SSB kamehameha. You point is pretty invalid man
