Palpatine is basically a Dank Side Meme. I really cannot take him seriously. I find even Nihilus more interesting even if he cannot talk. And that says a lot.
A villain doesn't have to be a Mary Sue with Force powers to be a challenge for the hero.
Thrawn is a good example.
