Jeroen has more than enough to match Wanda even at her best. Although Wanda has improved considerably since the early days, she's still not that great in combat situations (esp. 1 vs 1). Id say doctor wins handily.

First of all, you should know that jeroen was stoned most of the time and wasn't really showcasing his full potential. One case where we see the doctor's full power is when the renegade doctor made the authority look like week feebs, displaying space/time powers and was stated to be able to recreate the universe from the beginning till the end of time. Jeroen also arguably created a big bang out of a suicide bomber (some posters like Digi may disagree with the interpretation though). His time powers were also effective against fractal (a powerful reality warper) which is how they erased her from existence (for comparison, Uriel easily dispersed Wanda's attacks with his time abilities, and iirc Wanda was nearly completely exhausted after time traveling via her hex powers in early avengers days). Habib (another doctor) manages to hold his own against jenny quantum (a reality warper) for two issues even when she started going full power.
Regular Wanda is on the losing side in this one, most definitely.
