Mind, abhi, and Comet's interpretation of the feat is most likely to be accurate, considering the wording and the emphasis on every single denizen being alerted to the fight regardless of distance.
"The phantom zone trembles under the weight of this fight" could be interpreted to mean only a portion of it, but the lack of clarification (aka "this area of the phantom zone") leads one to go with the simpler explanation that the phantom zone as a singular entity was trembling.
