That was a younger Kenobi. It's clear that after he "lets go" in his fight with Anakin, he actually unlocks his true potential.

So, the way I view it, we have
tier 2 = high-end council member
tier 3 = average council member
tier 4 = gifted jedi master

Now, Anakin's showings against count dooku prove that he's capable of contending with high-end council members. But that doesn't mean his application is that focused. Yes, he's powerful. But his winning secret is that he takes risks. Crazy risks, the kind no one else would ever take. That's why he was more unbeatable during the clone wars than Yoda or Mace. Not because he was more powerful, but because of his approach. As far as his mastery of skill in combat goes, it's advanced, no doubt. But I wouldn't say he has as much of an understanding of the discipline as oppo rancissis or yarael poof.

At best, I'd put him at a 2.5
