Not really down w. all these terms (other than street), as half the time the characters dont fit them in-story, and the other half, pisters dont abide by them in-forum.
You and whoever responds can hash out who’s what.
Street, though, is pretty simple.
The Punisher.
Why?
Well, one, he actually IS a street level character.
Even when he’s used high tech equipment (Pym particles, Iron Man armor etc.), its been done in a street level manner, w. the gear being stolen or otherwise obtained on the black market.
The popular answer to this category might be Batman, but its been a while since ge’s really been street level.
Bats is continually shown by gleeful posters being shot at and surviving near hits by tank rounds, running around w. gauntlets that can harm Superman, going toe to toe w. Wonder Woman tossing him through buildings.
He’s really only street level in name only.
And two, he will do absolutely anything to beat an opponent. He is the most pragmatic fighter in comics at his level.
Frank Castle is definitely the right answer here.

I agree. "Dangerous" is completely relevant term, and it's vague asf. Thanos is pretty freaking dangerous to normal humans like you and me, but so is the Joker
A handsome bisexual "stud" man with HIV is also super dangerous...

It was said here recently (and correctly) that Batman (a great choice for the meta category) thinks like a criminal.
Punisher quite honestly, thinks like a terrorist.
