Captain Marvel absolutely got a powerup to keep up with Superman's post DoS increases in his own series circa Power of SHAZAM #10 or so by Ordway.

Orion clearly got a general formidability increase post JK4W into Simonson's Orion where he finally was formdiable enough to defeat Darkseid HtH.

Diana got the Clayface upgrade during the Eric Luke run.

That's about the only flaw I see in his argument.
