Well, manga Blue messed up Goku's body pretty badly. But it pushed Jiren farther then anyone at the time.
Vegeta's didn't seem to harm his body, and Jiren claimed it "almost" pushed him as far as Goku. Almost.
So it seems a little bit weaker, without the side effects.
Sounds like a Vegeta win on paper, but when has Goku ever had trouble fighting through injuries?

It messed him up, at first. Then he got over it.
The difference is, Manga version only showed up against Jiren, and has the full penalties.
